For the construction of a second office building for the Flemish government (in addition to the Herman Teirlinck building on the Tour & Taxis site), the vacant WTC towers near Brussels North Station were chosen. Thus, history repeats itself: as early as the 1960s, this complex was intended to surreptitiously breathe life into the North district, much like a Trojan horse. This time, however, the level of urban planning ambition, particularly under the impetus of the Vlaamse Bouwmeester and the Brussels Master Architect, is far higher. Will the third time be the charm for the North Quarter?
