The 19th-century Provincial Court in Bruges faced accessibility issues and limited flexibility in the use of its large interior spaces. In addition, it was given new functions, such as a tourist information centre, a shop and a bar. FELT won the WinVorm competition with their proposal to treat the ground floor of the city palace as an urban square connecting to the Grote Markt. In doing so, they went beyond the request to simply relocate the information centre and renovate the technical facilities of the reception areas.

They transformed the ground floor (beletage) space into a stately and inviting hall, which in its glory does justice to the neo-Gothic palace. The tiled floor, which turned out not to be authentic, was replaced by a terrazzo floor. The composite material was filled with granules of pale natural stone and smaller coloured glass granules. It has the dignity to match the pompous neo-style of the building and its stained glass windows, and its light shade also matches the pale natural stone of the decorated doorways and façade. In addition, the floor was given a large checkerboard pattern, with the colour of the glass granules and the cement in the terrazzo changing slightly and the surfaces edged in brass. This terrazzo floor runs from the front to the rear façade and, with its oversized pattern, brings a certain urbanity to the interior.
